Brian Orr, PE is a Partner and Vice-President of Toth and Associates in Springfield, MO. He oversees the Structural Engineering Division of Toth and has been designing Tornado Safe Rooms for over 20 years. He is a steering committee member for FEMA 361 and 320 and been involved with the updates to ICC 500. He is also responsible for the designs of the safe room options in FEMA 320.
