The practice of structural engineering requires specialized training and expertise. For many years, structural engineers have worked toward recognition and licensing separate from civil engineering yet only 18 states currently have laws to that effect. The National Council of Structural Engineers Associations (NCSEA) along with the Structural Engineers Institute (SEI) of ASCE support establishing rules for separate licensing of structural engineers and legislation that would limit the practice of structural engineering. Thomas A. Grogan Jr., PE, SE, member of the NCSEA Licensing Committee and chair of the FSEA Licensing Committee, will discuss the history of this issue, the states who have been successful and those that are currently working to make changes. He will emphasize the reasons supporters of this issue believe it is imperative that the practice of structural engineering be separated from the general category of civil engineering for licensure and practice.
